The Council of Governors (CoG) Chairperson and Kirinyaga governor, Anne Waiguru, and Speaker of the Senate Amason Kingi, on Friday, June 16, called for the amendment of the State Corporations Act of 1986.
During the inaugural high-level meeting in Naivasha, the duo resolved to amend section 3 of the act that empowers President William Rut to establish corporations and assign them functions, including devolved roles.
Ruto, as mandated by the Act, can appoint and revoke the appointments at will without reference to Parliament and County Governments.
"The President may, by order, establish a state corporation as a body corporate to perform the functions specified," reads the Act in part.
"The President shall assign ministerial responsibility for any state corporation and matters relating thereto to the Vice-President (now Deputy President) and the several Ministers as the President may by directions in writing determine," the Act adds.
After his inauguration, Ruto fired and hired new faces across government boards due to several factors, including incompetency.
On June Friday, June 15, he appointed six individuals to different boards while revoking the appointment of seven others.
At the inaugural high-level meeting in Naivasha, delegates also resolved to introduce the Devolution Bond to enable the National Treasury to meet requests for Exchequer releases as they fall due.
Furthermore, the Senate and CoG developed a framework for the involvement of the county governments in policy formulation and legislation.
The lawmakers further agreed that the Senate should prepare legislation that stipulates how the pension of governors is disbursed.
They as well pledged to collaborate on the development of legislation to separate the functions of colliding departments under the Ministry of Finance - the Ministry of Finance and the National Treasury.
Treasury, they stated, ought to equitably serve the two levels of government.
Also, the Senate was asked to fast-track the passage of an additional, Conditional Grants Allocations Bill to facilitate the flow of conditional grants to counties.
"This important convention aims to build synergies in our endeavour to champion the cause of Devolution, which will result in accelerated service delivery in Counties," Waiguru lauded the attendees for honouring invites.
