Busia Senator Omtatah Demands Documents on County Spending From Paul Otuoma

Busia senator Okiya Omtatah has given Governor Paul Otuoma an ultimatum to provide financial documents for the past seven years or risk a legal suit. 

In a letter to the county boss, the senator sought copies of the Integrated Financial Management Information Systems (IFMIS) cash books, vote books, and procurements made by the Busia devolved unit from the Financial Year 2016/2017 to date.

“Please take note that if I do not receive your response this time, I will have to file a motion in court in the public interest at your risk as to the costs, for the appropriate orders, and I shall do so without further recourse to Your Excellency," read part of the letter.

"I will be most grateful to receive the information and documents sought in this and in my earlier letter within seven (7) calendar days."

Omtatah also clarified that the copies indicating the transactions should be forwarded to him no later than November 17 failure to which the senator vowed to take action.

According to the senator, the documents should be in soft copy, however, in the case where soft copies are not available, hard copies will be preferred. 

'I undertake to settle any reasonable copying charges, if applicable."

Omtatah also accused the governor of ignoring his earlier demands asking for the letters. 

"It is sad to note that I am still waiting for your long overdue response to my request for information in the letter, REF: SEN/BSA/GOV/2, dated 5th June 2023, which was hand-delivered to your office," the senator noted.

The move comes three weeks after Omtatah slammed the governor for wanting to relocate stadium premises without the approval of the public.

The senator on October 16 opposed the plans to relocate the stadium from the original location to the Busia Agricultural Training Center grounds.

In a letter addressed to the County Youth, Sports, and Gender Chief Officer Saviour Panyako, Omtatah, criticized the county for failing to conduct adequate public participation before ratifying the changes. 

According to the lawmaker, the new ground set to host the stadium had initially been allocated for the establishment of an agricultural university further noting that the Ksh80 million to Ksh100 million allocated for the reconstruction of the stadium was insufficient.
