Inside KeNHA’s Ksh50,000 Proposal for Kenyans Seeking to Construct Access Roads to Homes

Kenyans will pay up to Ksh50,000 as charges and fees for approval to construct an access road or lane to their premises if a new proposal by the Kenya National Highways Authority (KeNHA) is adopted.

The Kenya Roads (Kenya National Highway Authority) Regulations draft which has already undergone public participation outlines fees and charges to construct access roads or lanes to private premises which will depend on the class of the road or abutting area. 

KeNHA has proposed the fees at Ksh50,000, Ksh30,000 and Ksh10,000 for Class S, A and B roads respectively.

According to KeNHA, Class S roads are highways that connect two or more cities and carry safely a large volume of traffic at the highest speed of operation. 

On the other hand, Class A roads denote highways that form a strategic route and corridor connecting international boundaries at identified immigration entry and exit points and international terminals such as international air or sea ports. 

Class B roads on the other hand are highways that form an important national route linking national trading or economic hubs, County Headquarters and other nationally important centres to each other and to the National Capital or to Class A roads.

Noteworthy, the aforementioned charges only apply when constructing an access road to private homes. 

Kenyans seeking to construct access road/lane to petrol stations will have to pay Ksh200,000 for Class S and A roads and Ksh150,000 for Class B roads. 

The amount gets higher for entrepreneurs seeking to connect their shopping malls, departmental stores or their equivalent to main highways. 

For such access lanes, the entrepreneurs will have to pay Ksh300,000, Ksh200,000 and Ksh150,000 for Class S, A and B roads respectively.

An application fee of Ksh5,000 will further be required for all categories of access roads and lanes. 

“A person may upon payment of the requisite fee apply to the Director General, of the Road Authority for approval to construct a road to access his premises,” KeNHA observes in the proposal.
