"(Motorist's name witheld) this is how your car white Mercedes Benz class E-250 was being driven on Mombasa road in one of those “where is the Minister” moments," stated the CS.

"We are concerned and a responsible citizen has alerted us. We shall do what we must."

Individuals who recorded the 1:08-minute clip revealed that they were concerned about the safety of the passengers.

"These people are very stupid. Do they even have brain? Why should you get a child like them and brag that you have sons," backgrounded voices on the video clip could be heard.

"They cannot do this when sober. It is the alcohol that is making them do that. They are trying to show off to their girlfriends."

The stunts come after the Ministry of Transport launched the National Road Safety Action Plan 2024-2028 aimed at reducing road carnage which have crossed 4,500 fatalities annually.

According to the Road Traffic Act, individuals who commit road traffic offences classified as misdemeanor risk spending up to two years behind bars.

"When in this Code no punishment is specially provided for any misdemeanor, it shall be punishable with imprisonment for a term not exceeding two years or with a fine, or with both," reads the Act in part.

The laws also prescribe that drivers and passengers who hang their arms outside the window should pay a fine of Ksh1,000.
