Planning Principal Secretary, Peter Mangiti, has confirmed that indeed his docket purchased sex toys for the employees.
In a press statement released on Monday, PS Mangiti indicated that the Ministry of Devolution and Planning procured sex toys that were to be used by the staff in a HIV/AIDS education drive.
The penile vibrators, which sparked public outrage both locally and internationally, were supposed to be used in carrying out demonstrations during the awareness inititaive.

“Ladies and gentlemen, we cannot trivialize the efforts the Ministry is making to safeguard the lives of the employees and their families especially on matters that relate to HIV, which is a national disaster,” Mangiti said.
Mangiti further defended the Ministry on the much trivialized purchase of condom dispensers, citing that there was a purpose of promoting condom use, training members of staff on HIV/AIDs mainstreaming and sensitizing staff on prevention of HIV/AIDs.
The PS also explained the ridiculous purchases made by the Ministry, that caused serious uproar with Kenyans demanding resignation of those involved. He said that the alleged purchase of pens at Sh8,670 a piece, was not true as the Ministry bought 50 dozens (600 pieces and not 20 pieces) at Sh290 each.
According to Mangiti, the piano which was allegedly in the Cabinet Secretary Anne Waiguru's office, was bought in accordance to the procurement law and regulations for the use by the National Youth Service Music Band.
The CS came out to calm the raging storm, that had turned the Devolution CS into the subject of online ridicule, following the report by the Parliamentary Accounts Committee (PAC).

Mangiti admitted that the list he presented to PAC was erroneous, as it was still a raw working list that had some omissions. He indicated that the document presented was a pure human error and was not intended to fix anybody.
