Governors Reject Sh20 Billion from World Bank

The Council of Governors (CoG) has turned down Sh20 Billion provided by the World Bank to Kenya for a Devolution Support Programme.

The Governors said that they had completely rejected the programme meant to assist in devolution projects, following National Government's decision to have the Devolution and Planning Ministry oversight over the funds' expenditure.

“We fully reject the programme as project document provides for supervisory role of Ministry of Devolution and Planning through the Permanent Secretary.”

“County Governments are not departments of the National Government to be supervised by the Ministries. The provision is unconstitutional. (Article 6) .” the Governors stated.

The County leaders further indicated that they had canceled training of County officials on the World Bank programme, concering usage of the money, adding that they would only engage in it if the terms were revised.

The Governors through their Chair Peter Munya, also questioned the National Government for sending vaccination funds to personal accounts of County Directors managing the vaccination exercises. They called upon the Ethics and Anti-Corruption Commission (EACC) to investigate the matter.

CoG also complained about the delay in disbursement of almost Sh2 Billion by the Ministry of Health.
