How Parliament Staff Stole Over Sh550 Million

Parliamentary Service Commission (PSC) staff are under investigation by the Directorate of Criminal Investigations (DCI) over alleged loss of more than Sh550 Million.

Speaker of the National Assembly Justin Muturi, who also chairs the PSC, raised a red flag to the DCI after receiving information on dubious transactions made in Parliament.

In the ongoing investigations, the DCI disclosed several tactics used by the Parliamentary staff to swindle millions of shillings from Parliament.

One of the scheme used to conduct the unscrupulous deals was the issuance of non-existent tenders and the overpricing of the same.

An anonymous letter sent to the Speaker revealed that one company got Sh38.8 Million for a tender worth Sh8.9 Million while another got Sh18.5 Million for a Sh12.4 Million tender.

A tender of Sh4.5 Million was awarded to a third company that instead was paid Sh5.9 Million, while the fourth one on the list got Sh14.2 Million for a tender worth Sh11.8 Million.

A non- existent tender worth Sh2.4 Million was given to a fifth company.

The DCI officers also unearthed that the legislature staff used fake minutes to order supplies which were never delivered. A Local Purchase Order (LPO) is attached to the forged minutes, invoice processed and payments made to companies for no deliveries at all.

The letter further mentioned several PSC officials allegedly involved in the fraudulent deals. Detectives have planned to probe those implicated in the scandal.
