The Council of Governors (CoG) has accused the National Treasury of unfairness in the allocation of funds to the Counties.
Reports by the CoG indicated that as of September, only Nairobi had received the funds yet the month is almost coming to a close.
Governors have attributed challenges in service delivery at the counties to the delayed disbursement of funds. They also associated their inability to pay staff salaries on time to the funds delay, which they claim had pushed them to borrowing from commercial banks.
The leaders accused the National Treasury of development setbacks at the counties, stating that they had stalled due to the delays.
The chairman of CoG Peter Munya added that 35 Counties had not received their August allocation to date.
According to the Public Finance Management Act and the disbursement schedule by the Senate, the Treasury is expected to have distributed the money to each county by the 15th of every month.
The legislators have written to the Speaker of the Senate requesting him to intervene and demand the National Treasury to discharge its legal and constitutional mandate.
