Interior Cabinet Secretary Kithure Kindiki on Thursday, May 16, introduced a Unique Personal Identification (UPI) number that will henceforth be used in the issuance of birth and death certificates.
In a legal notice, Kindiki revealed that amendments had been made to the Births and Deaths Registration Act.
The Births and Deaths Registration (Amendment) Rules, 2024, guided that each individual has one UPI number in their lifetime.
“The registrar shall give each separate entry a unique personal identification number,” the legal notice read in part.
“The same unique personal identification number issued at the registration of a person’s birth shall be used as the unique personal identification number during the registration of death of the same person.”
Cognisant that there existed a UPI number now, Kindiki further directed that the register of births and deaths be kept by a registrar in a compulsory registration area.
Additionally, the register shall be maintained in loose-leaf and electronic form and shall contain the particulars required.
“The register of births and deaths to be kept by a registrar or Registrar-General in registration areas other than compulsory registration areas shall be a register book and electronic register,” Kindiki further directed.
Kindiki further confirmed the price revision for the issuance of birth and death certificates that had been proposed in March 2024.
Certification of Current Birth will now cost Ksh200 up from Ksh50.
Late registration of birth and death certificates has also been revised upwards from Ksh150 to Ksh100.
On the other hand, re-registration of birth certifications will cost Ksh1,000 from Ksh90.
