Labour CS Bore Handed Control of Prime Nairobi Land for Social Protection Programmes

The Ministry of Labour and Social Protection was via a gazette notice issued on Friday, allocated 1 hectare of land situated in Nairobi County which will be used for various social protection programs.

According to the Gazette Notice signed by National Lands Commission (NLC) Chairperson Gershom Otachi, the land previously belonged to a secondary school and is now being earmarked for critical programs under CS Bore's Ministry. 

“The National Land Commission issues this reservation order to reserve and vest the care, control, and management of the land parcel measuring approximately 1.000 hectares and situated in Nairobi County as described in RIM Sheet 2 Part of (148/2/24) to the Board of Management of Clay City Mixed Secondary School as Trustees for the School, hereinafter referred in FR 682/139, to the State Department for Social Protection and Senior Citizen Affairs,” the notice read in part.

According to NLC, the land can only be used for community capacity support programme centre and ancillary services. 

“The management body shall not part with the possession of the reserved land parcels or any part thereof without the written consent of the National Land Commission,’ CS Bore was directed. 

Additionally, within 180 days after publication of the Gazette Notice, the State Department is expected to publish a reservation order cause for approval of a plan for the development management and use of the reserved land parcels. 

Failure to submit the plan to NLC within the stipulated time, the land ownership will be reverted to Clay City Mixed Secondary School. 

NLC further directed the plan to consider any conservation, environmental or heritage issues relevant to the development, management or use of the public land in its managed reserve. 

“The management body shall submit an environmental impact assessment plan pursuant to existing law on environment,” it was further ordered. 

The State Department will further be required to ensure that at least 10 per cent of the land has tree cover as part of the green growth agenda. 

As per NLC laws, CS Bore’s ministry will also be required to pay rates, ground rent, duties and other payables to the National Government and Nairobi County administration. 

While the State Department will have full ownership of the land, it will be forbidden to sell or transfer ownership.
