Isiolo Senator Fatuma Dullo has moved to the Senate to block multibillion funding from the National Government after the County Governor Abdi Ibrahim Hassan was called out for allegedly failing to honour the committee summons.
Dullo in the Tuesday Order Paper asked the Senate to request the Controller of Budget not to authorise any withdrawal of public funds by the County Government of Isiolo.
According to the Senator, Ibrahim must be prohibited from withdrawing any funds until he appears before the respective Senate committees and responds satisfactorily to all the issues raised.
Additionally, the Senator asked the Senate to direct the National Treasury to stop all transfers of funds to the County Government of Isiolo. If approved, this would further disadvantage the residents of Isiolo.
"The Senate resolves that the National Treasury pursuant to Article 225 of Constitution and Section 96 of the Public Finance Management Act, stops forthwith the transfer of funds to the County Government of Isiolo," read the order paper in parts.
According to the Order Paper, these drastic proposals came after the governor failed to appear before three committees in March without offering an explanation for his absence.
Ibrahim had been summoned before the Senate Standing Committee on Health to respond to the ongoing crisis at Isiolo Morgue, National Health Insurance Fund (NHIF) deductions and remittance status and the total amount of pending bills owed to the county hospital.
The Governor failed to honour the summon on May 21, May 28 and June 10 this year without apology.
He had also been summoned before the County Public Investments and Special Funds Committee on May 28 to respond to issues raised by the Auditor General in the report on the Isiolo County Bursary Fund, the Isiolo County Emergency Fund and the Isiolo County Youth, Women and People With Disability Fund for the financial year 2019/2020, 2020/2021 and 2021/2022.
Furthermore on March 8 and March 28, the governor was accused of ignoring summons by the County Public Accounts Committee.
"Concerned that following the numerous incidents of failure and or refusal by the governor to honour invitations and summons, the County Public Accounts Committee scheduled for a meeting at the Isiolo County officers on March 8 March 2024 which the governor failed to attend," read part of the order paper.
Senate is set to discuss Dullo's recommendations today.
