Mombasa County Orders Landlords to Paint Buildings and Install Security Lights within 90 Days

The Mombasa County government has instructed all landlords and property managers to paint their buildings within 90 days.

In a notice published in a local daily, Mohammed Hussein, the County Executive Committee Member for Lands, Urban Planning, and Housing, directed property owners to clean, paint, and refurbish their buildings to meet acceptable standards.

"Pursuant to the Physical and Land Use Planning Act No. 13 of 2019, the Physical and Land Use Planning (Development Permission and Control) (General) Regulations, 2021, and the Public Health Act of 2012—all of which emphasize public health and safety—the County Government of Mombasa hereby issues a notice to all property owners, tenants, and property management agents within Mombasa County," read part of the notice. 

''They are required, within 90 days from the date of this notice, to clean, paint, and refurbish their buildings to meet acceptable standards of decency, health, and safety, thereby enhancing the beauty of the city.''

The CEC emphasised that the directive aims to enhance Mombasa's status as a clean, healthy, and safe city.

Mombasa County has also directed landlords to ensure their buildings are painted in Bermuda Blue and White exterior colours, in line with the conditions of approval for their buildings and the Countywide Executive Order 2018.

Any property owner, tenant, or property management agent who fails to comply with these requirements by the specified timeline will receive an enforcement notice and may face prosecution.

Streetlights

Further, landlords in Mombasa have been directed to install security lights on all roads facing the main roads within Mombasa County. This installation must be completed within 90 days from the date of the notice.

"Pursuant to the Physical and Land Use Planning Act No. 13 of 2019, the Physical and Land Use Planning (Development Permission and Control) (General) Regulations, 2021, and the Public Health Act of 2012, which emphasize public health and safety, the County Government of Mombasa issues a notice to all property owners, tenants, and property management agents with properties facing the main roads within Mombasa County. They are required, within 90 days from the date of this notice, to install security lights (street lighting) illuminating the road,'' the notice added. 

Property owners have been informed that the specifications for the streetlights to be installed will be provided to them.

Any property owner, tenant, or property management agent who fails to comply with these requirements by the specified timeline will also receive an enforcement notice and may face prosecution.

In January this year, Nairobi County took a similar direction when it ordered its landlords with properties within the CBD to paint their buildings in line with the bylaws of the devolved unit.
