The Energy and Petroleum Regulatory Authority (EPRA) has announced new regulations for all electrical workers in Kenya.
According to the new regulations found in the Draft Energy (Electricity Supply and Installation Work) Regulations, 2024, the focus is on licensing, qualifications, and professional development.
EPRA states that anyone who wants to build, repair, or maintain electrical systems must have a license from the Authority. If someone does not have a license, they may only perform such work under the supervision of a licensed professional.
“A person shall not construct, operate, maintain, inspect or repair electric installations as an electrical worker unless licensed by the Authority: Provided that the person may carry out such works under the supervision of a licensee under these Regulations,” the document reads.
The regulation also explains that EPRA will issue different types of licenses depending on a person’s qualifications.
To get a license, a person must have the appropriate academic qualifications, professional qualifications, and electrical installation experience.
Individuals who want to become licensed electrical workers are required to apply to EPRA. They must fill out a form, provide the documents listed in the rules, and pay the required fees.
Once the electrical worker has applied for licensing, EPRA will review their application to determine if they are qualified. The regulation also states that once someone receives a license, it will be valid for three years, but they will need to pay a fee every year.
“A license under these Regulations shall be valid for a period of three years as provided under Section 150 (3) of the Act, subject to the payment of the annual license fee provided in the Third Schedule,” it reads.
To renew the license, a worker must apply at least 30 days before it expires. They must also include the necessary documents and payment proof.
EPRA added that electrical workers need to earn at least ten credit points through continuing professional development (CPD), which they can obtain by attending or leading training sessions, presenting papers, or working on projects.
EPRA also stated that workers can apply for a higher license after three years or when they gain better qualifications.
