The directors of Human Resources Management and Development (HRMD) in ministries and State departments will soon be evaluated by the Public Service Commission (PSC).
These changes were announced by PSC Vice Chairperson Mary Kimonye on Tuesday, July 22, during a consultative forum with the senior management of the State Department for Basic Education.
According to Kimonye, this new step will address concerns about the non-compliance of some HR officers.
“To ensure full implementation of PSC directives and decisions, the Commission has decided to begin appraising all HRMD Directors across Ministries and State Departments," she said.
"We have noted increasing laxity in the execution of Commission decisions, which continues to disadvantage public officers and frustrate our transformation agenda."
Kimonye claimed that some HR Directors had previously failed to implement critical decisions, including promotions, secondments, and disciplinary actions.
“Some HR officers deliberately ignore or delay implementing Commission decisions, leaving deserving officers in limbo. This is unacceptable,” she added.
Also present at the meeting was the PSC Commissioner, Francis Owino, who urged HR Directors to champion the values of the public service in their respective institutions.
He called on them to "ensure fairness, transparency, and integrity in all human resource matters".
Welcoming the decision, Principal Secretary for Basic Education Julius Bitok said that this proactive approach would address long-standing pains in the department.
"Human resource is the backbone of any institution. If we can collectively address the challenges, we can build an efficient and effective public service," Bitok said.
The meeting was part of a broader series of consultative engagements initiated by PSC with Ministries and State Departments to collaboratively resolve HR issues and enhance service delivery.
