MP Keynan Writes to IG Kanja Over Missing Wajir Huduma Centre Manager

Eldas MP Adan Keynan has raised alarm over the missing Wajir Huduma Centre manager, Hussein Abdirahman Mohamed, who mysteriously disappeared a few weeks ago.

In a letter addressed to the Inspector General of Police, Douglas Kanja, the lawmaker revealed that the public servant went missing under unclear circumstances from Wajir on July 8.

He further highlighted that although his disappearance had been reported to the authorities, there had been no developments in the matter.

"I write to express my deep concern and to bring to your immediate attention the unresolved and increasingly alarming disappearance of Mr. Hussein Abdirahman Mohamed, alias Hussein Moi, who, until his disappearance, served as the Manager of Huduma Centre - Wajir. Mr. Hussein was last seen on Tuesday, 8th July 2025, within Wajir town, after which he vanished under unclear circumstances," the MP stated.

"Despite the filing of a formal missing person's report and continued efforts by law enforcement agencies, family, friends, and members of the local community, there have been no credible leads, arrests, or substantive updates provided regarding his whereabouts."

As such, the MP made 13 demands to the IG's office, including a comprehensive report on the status of the investigation so far.

Among the questions that the MP needs answered is what the known circumstances and verified timelines surrounding the disappearance of Mohammed have been in the over three weeks since it happened.

He further asked whether any surveillance footage (CCTV), forensic evidence, mobile phone tracking data, or eyewitness testimony had been gathered, preserved and analysed to support the investigation and whether there are concrete and time-bound steps that have been undertaken by the Directorate of Criminal Investigations (DCI) since then.

Next was whether any individuals have been identified, interrogated, detained, or placed under surveillance in connection with the case and why there has been no formal communication, press briefing, or official update from the investigating agencies to the family, employer, or general public, despite the national significance and public interest surrounding the matter.

Furthermore, he sought clarification on whether there are any institutional frameworks that have been erected to safeguard civil servants and whether they have been deployed in the investigations of the case.

The lawmaker also wanted to know whether the case had formally been categorised and investigated under the legal provisions of enforced disappearance as per the Prevention of Torture Act, 2017 and others.

He further highlighted why institutions like the Independent Policing Oversight Authority (IPOA), the Kenya National Commission on Human Rights (KNCHR), and the National Cohesion and Integration Commission (NCIC) have not shown much interest in the case, despite the victim being a public servant.

"This matter transcends personal tragedy; it stands as a profound test of the State's resolve to safeguard its public servants and all citizens, to uphold the rule of law through impartial and accountable investigations and to communicate transparently and accountably with its citizenry," he stated.

"I trust that your esteemed office will accord this matter the urgency, seriousness and institutional attention it duly warrants."
