Ruto Constitutes Land Commission Selection Panel, Makes Appointments to State Commissions

President William Ruto has formed a selection panel for the National Land Commission, as well as making appointments to several state commissions and corporations.

This panel will be responsible for recruiting the chair and members of the Lands Commission. The recruited team is expected to begin their six-year term in November.

In a Gazette Notice, President Ruto announced the appointment of Jasper Micheni Mbiuki, Peris Mang’ira, Electine Nasambu, Ann Mwangangi, Bibiana Rabuku Omalla, Nichola Letting and Rehema Dida Jaldesa to the panel.

“PURSUANT to rule 64 of the Supreme Court Rules, the Chief Justice and President of the Supreme Court amends the Supreme Court (General) (Amendment) Practice Directions, 2020, set out in the Schedule to Gazette Notice No. 9586 of 2020 in the manner set out in the Schedule hereto,” the notice reads.

The current NLC board's tenure will end on 14 November 2025.

In addition to the selection panel, the president has made a number of appointments to various state commissions and corporations.

Other State Appointments

In the Board of the Jomo Kenyatta Foundation, Ruto appointed John Antira Ketora as the Non-Executive Chairperson of the Board of the Jomo Kenyatta Foundation.

This appointment is for a period of three years, effective from August 15, 2025, and was made under the powers conferred by paragraph 26 of the Memorandum and Articles of Association of the Jomo Kenyatta Foundation.

In the Board of Directors of the Kenya National Shipping Line, Levi Franklin Mghalu was reappointed as the Chairperson of the Board of Directors. 

This re-appointment is also for a period of three years, effective from August 15, 2025, under the authority of section 6 (1) (a) of the State Corporations Act (Cap. 446).

In the Commission for University Education, Ruto appointed James Onyango Owino as the Non-Executive Chairperson of the Commission. 

This role is for a three-year term, effective from August 15, 2025, and was made in exercise of powers granted by section 6 (1) (a) of the Universities Act, 2012 (No. 42 of 2012).
