Ruto Appoints New Leaders to National Police Service Commission in Latest Changes

President William Ruto has announced new appointments to the National Police Service Commission (NPSC).

In a gazette notice dated August 22, Ruto appointed Amani Yuda Komora as Chairperson of the Commission for a six-year term.

He also appointed Angeline Yiamiton Siparo as a Member of the Commission, also for a six-year term. The two will join the other four members of the commission - Peris Muthoni, Edwin Cheluget, Benjamin Juma and Collete Suda.

Ruto said these appointments are intended to influence the future direction of police service oversight in the country.

"In exercise of the powers conferred by Article 246 (2) (a) of the Constitution as read with section 6 (8) of the National Police Service Commission Act, 2011, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces," the notice stated.

The two had earlier been nominated to join four other members of the commission following the recommendation of the Selection Panel appointed to recruit nominees for appointment as Chairperson and Members of the NPSC.

Siparo and Komora are not new to public office. Komora has served in several other State corporations, including as the immediate former Vice-Chairperson of the Salaries and Remuneration Commission (SRC).

He has also served as the General Manager, Human Resource and Administration at the Kenya Ports Authority (KPA), Assistant Commissioner, Human Resources at the Kenya Revenue Authority (KRA), and Member of the National General Wages Council.

The chairperson also a Doctoral Degree (PhD) in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology.

Siparo, the other appointee, has held several key positions. She was the coordinator for the Young African Leaders Initiative (YALI) Legacy Localisation Project, which operated in 49 countries. She also served as the Chairperson of the National Aids Control Council from 2016 to 2022.

Additionally, Siparo has worked with various organizations, including Oxford HR (AU/Africa CDC), Catholic Medical Mission Board (CMMB), Population Reference Bureau (PRB), UNAIDS, Futures Group International, and Family Health International (FHI).

She holds a Master of Arts degree in Counseling Psychology from USIU-Africa.
