Duale Backs Ksh 200B Kenya-U.S. Deal, Confident Court Will Uphold Agreement Despite Privacy Concerns

Health Cabinet Secretary Aden Duale has expressed confidence that the courts will uphold the government’s position in the ongoing case challenging the Kenya–U.S. Health Cooperation Framework.

In a statement on Sunday, December 14, 2025, Duale said the bilateral deal is a progressive initiative aimed at improving Kenya’s healthcare infrastructure and opening new opportunities for medical workers abroad.

“I am confident the courts will uphold the government’s position on the Kenya–US health framework,” Duale’s press release read.

Duale added that the agreement is meant to strengthen, not undermine, Kenya’s health sector. The High Court on Thursday temporarily suspended the deal until a petition challenging the deal is heard and determined.

The CS made the remarks while presiding over a thanksgiving ceremony for Mohammed Aden Abdi, who was recently appointed Commissioner at the Salaries and Remuneration Commission (SRC) by President William Ruto.

Duale further affirmed that the Kenya–US health partnership would promote medical training, capacity building, and technology transfer to strengthen Kenya’s public health systems.

The Thanksgiving event, held at Habaswein Primary School in Wajir County, brought together local leaders and residents celebrating Abdi’s appointment.

Duale congratulated the new commissioner, urging him to serve Kenyans with integrity, diligence, and a deep sense of public duty.

He also warned that any health facility found colluding with patients to falsify information would face firm legal action from the ministry.

The Ministry of Health will not tolerate deceit or corruption in our hospitals. Those found manipulating medical data will face prosecution,” he said.

He praised President Ruto’s leadership, noting that reforms under the Bottom-Up Economic Transformation Agenda are revitalising healthcare delivery.

Residents of Wajir reaffirmed their support for the government, citing major investments in infrastructure and health services.

The event was attended by top officials, including PS Ahmed Abdisalan Ibrahim, Senator Ali Roba, MP Mohammed Adow, Fatuma Gedi, SRC Chair Sammy Chepkwony, and TSC Commissioner Sharon Kisire.
