Education CS Fred Matiang'i Picks Chief of Staff and Head of Public Service Philip Kinyua to Lead Committee

Education Cabinet Secretary Dr Fred Matiang'i has appointed Chief of Staff and Head of Public Service Philip Kinyua to lead an advisory committee on the relocation of Kenya Technical Trainers College (KTTC) to the Kenya Science Campus at the University of Nairobi.

In the Gazette notice by Dr Matiangi, the committee chaired by Mr Kinyua would serve for one year and would be tasked with directing student placement during the relocation period and guide the technical committee in accordance with government policies and legal framework.

KTTC was moved from its current Gigiri location due to security reasons.

Elsewhere, the number of people allowed to join school boards of management needs to be regulated, this is according to a new proposal by the education CS.

According to Matiang'i, the number of people sitting in school boards was out of control and too many ‘idlers’ were taking advantage of the loopholes in the law.

Matiang'i said that school boards were bloated and should be trimmed to address cases of unrest in schools.

“Why would you have 17 people in a board of management in a school? We look like a country of idlers,” posed Matiang’i.

He added that the ideal number of board members per school should be nine and criteria should be set up so as to facilitate the manner in which members can join those boards.

“And we are prescribing qualifications so that we have people who add value; not people who are just good villagers,” said Matiang’i.

The CS added that parliament should amend the education law in order to strengthen the management of schools so that they can be managed in a modern, responsible manner and use resources better.

Matiang’i was speaking after receiving a report on the reasons behind the 2016 wave of unrest in schools where more than 100 schools were destroyed between June and August.
