World Health Organization (WHO) Suspends Funding to Ministry of Health for Lack of Accountability

The World Health Organization (WHO) has announced that it has cut off all funds to the Ministry of Health after the ministry failed to account for Sh11.2 Million.

The Ministry on its part alleges that the money was disbursed to counties for Guinea Worm surveillance and advocacy initiatives but the counties are yet to account for the funds.

The Director of Medical Services, Dr Jackson Kioko blamed the counties for the crisis that could see the ministry face financial challenges.

“Today, very few counties have submitted expenditure returns for the funds they received and only 20 counties have submitted activity reports. Subsequently, WHO has suspended further disbursement of funds for the Ministry of Health’s planned activities,” Dr Kioko said.

Prolonged wrangles have previsiouly been witnessed between the county governments and the ministry of health with some analysts stating that this could bring the health sector to its knees.

Auditors sent to the counties from the ministry of health were rejected with the governors stating that the counties have audit systems in place and only the Kenya National Audit Office had the mandate to carry out the exercise.

Last week, the governors demanded to have a greater say on Sh350 Billion grant from the Global Fund.

This comes barely a month after the United States of America suspended funding to the ministry after it failed to comply with guidelines and account for part of the funds.

The ministry relies heavily on donor funds from institutions such a WHO to finance its operations.
