CS Eugene Wamalwa Reveals Details of How Raila Odinga Was Involved in Elections Tender

The Jubilee party has dragged National Super Alliance (NASA) leader Raila Odinga into the Safran Morpho election kits saga.

Water Cabinet Secretary Eugene Wamalwa has stated that the former Prime Minister ordered direct procurement of the Kenya Integrated Electronic Management System (KIEMS) kits from Safran Morpho.

"In 2012, the election sub-committee was under Raila... His proposal (for direct procurement) was seconded by (Siaya Senator) James Orengo, who was then the Lands Cabinet minister.

"Raila knows how the company got the contract and he cannot now lie to Kenyans that the company has a bad reputation," the CS stated. 

Mr Wamalwa added that he participated in the process and all parties were satisfied at the time the direct procurement was approved.

"I was in charge of the constitutional docket under Raila when he, Mr Orengo and Caroli Omondi proposed the company to be given a direct contract to supply the kits. We did it and I do not know what has changed that they now want it (the firm) punished," Wamalwa posed.

The Opposition leader has been vocal about an alleged scheme in which the IEBC and the Jubilee party colluded with Safran Morpho to rig the election system and cause him to lose.

Former Budalangi MP Ababu Namwamba confirmed the report saying that he visited Safran Morpho in person where he learnt that the transaction had already taken place.

"As the Parliamentary Accounts Committee (PAC) chairman, I conducted research on the company, spending two weeks each in Canada and France. I realised that the company got direct procurement through the order of Raila," Namwamba assured.

The leaders were speaking during a campaign tour of Busia County, in the company of Deputy President William Ruto.

The DP officially welcomed former Funyula MP Dr Paul Otuoma to the ruling party during the Monday rallies.
