New Development in Jubilee's Plan to Change Election Laws Before October 26

The joint committee set up to scrutinize the proposed changes to electoral laws being fronted by Jubilee Party has invited the public to give their views on the motion ahead of the October 26th presidential election.

The nine-member team drawn from the Senate and National Assembly and chaired by Baringo North Member of Parliament(MP) William Cheptumo has written a memorandum to be received between Monday and Thursday.

NASA-allied lawmakers strongly opposed the formation of the ad hoc committee on Thursday and stormed out of Parliament after losing a vote that gave the green-light for the fast-tracking of the bill.

Speaking after walking out of a consultative meeting at Bomas of Kenya with IEBC and Jubilee, Siaya Senator James Orengo stated: "This legislation is being driven through parliament at supersonic speeds. By the end of the day, we may have a bill ready for assent, we were left with no alternative but to walk out of this meeting. Jubilee has reached a level where they feel they can change the Constitution through the back door."

The proposed changes disempower the Independent Electoral and Boundaries(IEBC) Chairperson by lowering the quorum for meetings to three and allowing any commissioner to take charge of meetings. 

The laws also propose a parallel manual transmission system to work alongside the electronic transmission. Manually transmitted results will, however, be considered the final word.

Among other things, the laws also feature a clause that would see a candidate elected unopposed if the competitor opts out, seemingly a response to the NASA's declaration that there will be no election on October 26th if their demands dubbed 'Irreducible Minimums' are not met.

The Alliance has called for the resignation of IEBC CEO Ezra Chiloba and the blacklisting of firms they accuse of abetting electoral fraud; specifically Dubai-based printing firm Al Ghurair and French security provider IDEMIA (formerly OT-Morpho).

The coalition has announced that countrywide demonstrations to push for the same will take place every week on Monday and Friday.
