National Assembly Speaker Justin Muturi has announced changes in Parliament a day after Embakasi East MP Babu Owino and Starehe's Charles Njagua Kanyi aka Jaguar engaged in a physical confrontation.
Muturi stated that no MP would be allowed to enter Parliament with a gun to ensure the security of the members.
He noted that Sergeants-at-arms and other security officials will be conducting a stringent screening on the members' vehicles before allowing access into Parliament.
“I wish to draw the attention of the House to concerns that have been raised with regard to the security and safety of members within the precincts of Parliament. Standing Orders numbers 99, 100 and 101 are explicit on maintenance of security and handling of firearms and other offensive weapons in the House,” Speaker Muturi stated.
“The provisions of these Standing Orders are also echoed in the National Assembly Speaker’s Rules, which are regulations for the conduct of members in the House and orders regulating admission and conduct of visitors within the precincts of Parliament,” he added.

The Speaker further directed the Safety and Security department to ensure strangers — those who are not members of either the Senate or the National Assembly — are subjected to thorough security checks before being admitted into the precincts of Parliament.
Muturi urged MPs to cooperate with serjeants-at-arms and other officials who will enforce the security checks.
On Tuesday Owino and Jaguar exchanged blows inside Parliament media center but were separated by the House staff.
The scuffle between the two MPs began after Jaguar reportedly confronted Owino for disrespecting President Uhuru Kenyatta.
They are set to appear before the Powers and Privileges Committee chaired by Speaker Muturi that will recommend disciplinary action against the youthful legislators.
