Nyandarua County Speaker, Wahome Ndegwa has advised President Uhuru Kenyatta to declare a state of emergency in the country.
He asked the President to take this action in areas that are likely to experience violence during the repeat presidential election scheduled for October 26.
Mr Ndegwa,who is also a lawyer, argued that the Constitution under Article 58 and 132 gives Kenyatta the power to make such a move.
The Constitution guarantees that a state of emergency may be declared when the nation is threatened by war, general insurrection, natural disasters, invasion, disorder or other public emergencies.
He advised President Kenyatta to send soldiers to provide security in areas where the opposition will attempt to stop voting from taking place after NASA leaders vowed that their supporters will boycott the repeat election.
“The threat that there shall be no election amounts to disorder. Let the soldiers maintain security for voting to take place. We will swear-in Uhuru in order for the country to move on from this,” he stated.
The Speaker reminded the opposition that Jubilee Party had the numbers in the National Assembly and the Senate, giving them the ability to vote and pass the declaration since its members were willing to vote.
Ndegwa accused NASA leader Raila Odinga of being ungrateful by pulling out of the election which the Supreme Court ordered to be repeated in 60 days.
"If he feels that IEBC was wrong in preparing the repeat presidential elections within 60 days, he should have petitioned the same court to vacate the order," he added.

He castigated the ODM leader accusing him of using " illegal means" to prevent Kenyans from exercising their democratic right as per the constitution.
Ndegwa echoed sentiments of fellow Jubilee members that President Kenyatta won the August 8 elections blaming evil forces for working through the court to nullify the win.
Nairobi Governor Mike Sonko, had earlier stated that Kenyatta was free to declare a state of emergency. He ascertained this while responding to Opposition's intention to boycott the fresh election if their demands are not considered.
