Senator Mutula Advises Nyeri Governor What To Do After Being Sworn-In

Makueni Senator Mutula Kilonzo Junior on Monday advised the incoming Nyeri Governor Mutahi Kahiga on what to do after he is sworn in.

Through a post on social media, Mr Mutula disclosed how the incoming Governor should address the issue of lacking a deputy once he takes office.

"The incoming Governor Nyeri can designate one member of the County Executive Committee to be his deputy without befouling the law. The lacuna should be filled to fulfill the spirit of the law of not to have a by-election when a vacancy arises," he wrote.

Mr Kahiga is set to be sworn in on Monday afternoon as the 4th Governor of Nyeri County.

On Friday, it was revealed that Senators were preparing a bill to enable a Deputy Governor who takes over the running of a county to appoint an assistant.

The bill, being drafted by Deputy Speaker Kithure Kindiki and Majority Leader Kipchumba Murkomen, could be tabled in the House for debate by next month.

According to the Constitution, a deputy governor automatically assumes office in case of death, resignation or impeachment of the Governor.

There is no provision for a by-election or appointment of a deputy.

The Elgeyo Marakwet Senator emphasized the urgency of passing the bill into law stating that it would strengthen the governance structure in counties.

“The situation should not be allowed to continue. This bill is of importance because it will be risky for Mr Kahiga to run the county alone," stated Murkomen.
