Irregularities in Huduma Center's Procurement Lands CS Margaret Kobia in Trouble

Youth Cabinet Secretary (CS) Margaret Kobia has been summoned by the Parliamentary Committee on Administration and National Security over financial irregularities.

 The CS has been summoned alongside Huduma Kenya CEO Dennis Mutuku who had failed to offer sufficient explanation during an earlier appearance before the committee.

Members of Parliament are set to grill the two government officials over alleged irregularities in the tendering of Huduma smart service payment card.

The procurement of the multi-million tender is said to have failed to follow the due process.

Huduma smart payment card was envisioned to be a one-stop shop digital payment instrument for all government services in the country.

This would have helped in consolidating payments in government institutions made through debit cards, M-Pesa and PayPal.

However, the financial institutions that were awarded the tender allegedly lacked a payment card distribution network and the technical capacity to provide the Huduma card.

Besides, the MPs queried how the costing and sharing of revenue between the government and the service providers were determined.

Other than the Big Four agenda, Huduma services are one of the legacy projects of President Uhuru Kenyatta's administration.

The project that has won international accolades is likely to witness major setback if the alleged corruption scandal turns true.
