Auditor-General Edward Ouko Questions Ksh12 Billion NYS Expenditure

Auditor-General Edward Ouko has sounded an alarm on Ksh12 billion expenditure at the National Youth Service (NYS) over the past two financial years.

In a June 5, 2018 report submitted to the National Assembly by Majority Leader Aden Duale, Ouko stated that the figures stated by NYS in its books of accounts could not be confirmed.

He broke it down, questioning the accuracy of non-current assets balance of Sh6.3 Billion and Sh5.8 Billion in closing balance.

According to Ouko, the Sh5.8B figure involves the acquisition of plant and heavy machinery by NYS .

He, however, noted that NYS bosses had failed to value the machinery for financial reporting purposes since it was introduced.

"The management has not valued the plant and heavy machinery for financial reporting purpose since inception," Ouko's report read in part.

The news comes even as prosecution of suspects in the massive Sh9 Billion NYS scandal continues.

A Nairobi court on Tuesday agreed to free persons accused of being behind the loss of  Sh468 million from NYS on bond and bail with conditions attached.

The 47 suspects including Public Service Principal Secretary Lillian Omollo and NYS Director-General Richard Ndubai were released on Sh5 million bonds with a surety of Sh2 million.

They were further asked to deposit Sh1 million cash bails.
