Governor Mutua Appoints Cabinet Ministers

Machakos Governor Alfred Mutua has made controversial appointments after MCAs failed to approve nominees.

On Friday, he appointed seven county ministers after the county assembly failed to approve or reject his nominees in 21 days as required under the Appointments Act.

“After my re-election, I nominated an initial 5 Ministers and submitted them for vetting by the County Assembly. The Assembly rejected all the five nominees on grounds which, many believe, were largely influenced by political biases than the legal requirements for vetting,” the governor said in a social media post.

Mutua stated he made the appointments in the best interest of Machakos people and in upholding the constitution and rule of law.

The governor added that his actions were necessitated by the assembly's failure to debate on the report and interruptions seeking stoppage of the discussion of the same.

“In exercise of the powers conferred to me by article 179(2)b as read together with section 30 2 (d), (e) and 35 of the county government's act, 2012, I  have appointed the seven as county executive committee members,” noted Mutua.

He read out the names outside his Machakos office in a press conference also attended by his Deputy Francis Maliti.

Evelyn Mutie has been put in charge of Energy, Lands and Housing while engineer Morris Aluanga assumes the Roads, Transport and Public Works docket.

Titus Nzeki was appointed to county administration and decentralized units with Francis Kiio Mwaka taking over Trade, Industrialization and Innovation.

Also among the nominees is Kimeu Mbithi Kimeu who will manage Public Service, Quality Management and ICT.

Urbanus Musyoka Wambua will oversee the Agriculture, Food Security and Cooperative Development docket while Lazarus Kivuva will spearhead Education, Skills Training and Social Welfare
