Two Pakistani nationals were on Monday arraigned in a Nairobi court and accused of having the intention to carry out an act of terrorism in Kenya.
The two men, Gull Mohammed Irfan and Husen Shaahed, were arrested by police in Nyeri town where they had camped at the Narumoru market hawking second-hand clothes.
Alarm was raised after it was noted that the two men were suspiciously taking photos of churches and schools in the area.
Police suspect that the two are international spies who were scouting the area to determine where they could stage a terror attack.

Police arraigned the two men in court requesting for detention orders to allow for proper verification of their identities.
The investigating officer told the court that the two men who are suspected to be foreigners did not provide work permits to validate their stay in Kenya.
He further told the court that the Immigration Department had not yet confirmed whether the two have valid VISAs allowing them to be in the country.
"We believe that the two are on a spying mission to mark their target areas, Your Honor, and we need time to investigate further," the investigating officer told the court.
Senior Resident Magistrate Elector Riany, who heard the request under miscellaneous applications, granted the five days to carry out the investigation.
He ordered that the two men remain in custody for the duration after they had objected to the officer's initial 10-day detention request.
The suit is set to be mentioned on July 27, 2018, for the investigation team to decide whether the two will be charged or not.
