Uhuru Appoints New Budget Controller

President Uhuru Kenyatta, on Tuesday, announced the appointment of Stephen Masha as the acting Controller of Budget (CoB).

According to a Gazette Notice dated August 27, 2019, the former assistant CoB is expected to serve in his new role for the next 90 days.

“In exercise of powers conferred by section 7(1) of the Controller of Budget Act, 2016, I Uhuru Kenyatta, President and Commander in Chief of the Defence Forces, designate Stephen Masha to be the acting Controller of Budget for a period of 90 days with effect August 27, 2019,” an excerpt of the notice disclosed.

Masha is a certified public accountant as well as a member of the Institute of Certified Public Accountants of Kenya (ICPAK).

This special office is an independent office established under Article 228 of the Constitution of Kenya, with the core mandate being to oversee implementation of the budgets of the national and county governments by authorizing any withdrawal of public funds.

In addition, the CoB's role entails the preparation of quarterly, annual and special reports to Parliament and the Executive on budget implementation of the national and county governments.

The new appointment follows the expiry of Agnes Odhiambo’s eight-year term.

Uhuru's new directive came after the constitutionally prescribed eight-year non-renewable tenure of Office for both the Auditor-General and the Controller of Budget lapsed on Monday, 26th August, 2019.
