Nyali MP Mohamed Ali, popularly referred to as Moha Jicho Pevu, on Tuesday, May 26, called out Mombasa County Governor Ali Hassan Joho over a county meeting he termed as fake.

The legislator posted various screenshots on social media showing several Members of the County Assembly (MCAs) disputing a notice regarding a budget meeting printed on a locally daily.

"As a Member of County Assembly I can confirm without fear of contradiction that there was no sitting of the County Assembly of Mombasa on 30th April 2020," reads Mjambere Ward, Fahad Kassim Abdalla's post.

Charles Kitula, the Frere Town MCA, also shared the same information, going on to reveal that Joho's government was stalling in providing a report regarding a contentious expenditure in the July - December 2019 period.

"As the law requires the County Executive Committee (CECM) Finance and Economic Planning were to submit the third quarter implementation report on how County spent Ksh3,555,203,426 within Six Months in 2019 as stipulated in PFM Act section 166 which never happened.

"Also, this very CECM has never tabled the 2019/2020 ADP (County Annual Development Plan) even after being requested to do so severally. I hereby conclude that the whole process is null and void," he stated

On its part, the Mombasa County Government had submitted a memorandum of the budget estimates for the 2020/2021 period, following the meeting that allegedly never took place.

"The Mombasa County Programme based budget estimates 2020/2021 were submitted to the county assembly on April 30, 2020, and subsequently committed to the Committee on Finance, Budget and Appropriations for consideration and processing.

"Hence, in view for the foregoing and pursuant to Section 131(2) of the Public Finance Management Act 2012, members of the public are now invited to submit views through written memoranda specifying the policy areas, programmes and views thereof to the Committee for consideration," reads the memoranda in part.

The Nyali MP classified the entire debacle as a scandal in the making of a "Money Heist Mombasa County," he posted on Facebook.

When contacted by Kenyans.co.ke, the Mombasa County Communications team stated that they would address the matter at a later time.
