MCAs Reject Waiguru's Ksh90M Budget for New Mansion

The wrangle between Kirinyaga Governor Anne Waiguru and the Member of County Assemblies escalated after the legislators rejected her Ksh 90 million budget accorded to building a mansion.

A report by K24 on Wednesday, June 3, stated that two-thirds of the House rejected the bill as only eight MCAs supported the embattled governor.

Waiguru hoped to construct an official residence for Kirinyaga Governors.

Majority Leader Kamau Murango was quoted having stated that they rejected the budget on grounds that it would deny them cash for development. 

The MCA's, later on, tabled two motions of no-confidence against finance minister Moses Wigwi and chief officer for Roads, Joseph Makumi.

The two were accused of corruption and embezzlement of funds through altering figures in Waiguru's administration.

One MCA who spoke with Kenyans.co.ke on Wednesday, June 3, detailed that they were already commenced debating on the motions of no confidence with an impeachment motion against the two set to be discussed.

Waiguru, on Friday, May 29, accused the MCAs of frustrating her development agenda in the county. Earlier on, she accused Interior PS Karanja Kibicho of aligning with MCAs to frustrate her. According to her, Kibocho was secretly plotting a 2022 gubernatorial bid.

"We cannot be passing a budget meant to assist Kirinyaga residents and then the MCAs make impromptu changes. I asked them to straighten up their issues and have County agendas approved," Waiguru after inspecting the ongoing construction of Kavote dispensary in Gichugu Constituency, Kirinyaga. 

The Senate in 2018 sought to limit the cost of constructing governors’ official houses at Ksh 45 million after some counties proposed dwelling places costing Ksh100 million to Ksh 300 million.

The Senate Budget and Finance Committee asked the Controller of Budget to suspend funds for the construction of residences for governors, their deputies and County Asembly Speakers appropriated in the 2018/19 financial year.

This was after a number of cases were highlighted. In 2014, Kilifi County government spent Ksh140 million on Governor Amason Kingi’s official residence. A few years later, Vihiga County government set aside Ksh80 million to construct a governor's official residence.
