MPs Want PS, Health Officials Investigated in Ksh 7 Billion Deal

The National Assembly’s Public Accounts Committee (PAC) wants the Directorate of Criminal Investigations (DCI) to investigate the State Department for Youth Principal Secretary Julius Korir and Health Ministry officials regarding the questionable procurement of Sh7 billion CT Scans.

PAC wants DCI to investigate the role of Korir and other Health Ministry officials to find out if they are criminally culpable in the saga.

“The DCI, within three months upon adoption of this report, to initiate an investigation into the roles played by Julius Korir and other Ministry of Health officers in the procurement of the CT scans intending to establish possible criminal culpability," read the report by the committee.

According to the MPs, Korir accompanied a delegation of government officials to China to do due diligence on Neusoft Medical Systems Co Ltd although he was not part of the Due Diligence Committee.

There were also inconsistencies with the trip after the report lacked clarity on which company they had visited and who in the committee had been in charge of the operation.

“It was not clear who was the head of the delegation between Dr. Izaq Okoth Odongo, who was the most Senior Officer, and Mr. Morang’a Morekwa, who witnessed the signing of the contract. It was not clear which company was visited by the Due Diligence Committee as the report referred to Neusoft Medical System Co Ltd, Pensoft Medical System Co. Ltd, and Natursoft Medical Systems Co. Ltd alternately and variously,” revealed the report.

PS Korir served as Health Principal Secretary in 2014 when the procurement deal for the scanners was made.

The committee also noted that the government had obtained a loan of Ksh7 billion from the government of China to finance the purchase, but the health ministry had only spent Ksh1.7 billion to procure the CT scans.

Chaired by Ugunja MP Opiyo Wandayi, the parliamentary committee urged the DCI that upon establishment of criminal culpability the matter should be referred to the DPP for appropriate action.

MPs also named M/S Auditel Engineering and Services which had been funded to the tune of Ksh 300 million to install security equipment in various stadia countrywide under the Sports Ministry.

According to the committee, the firm, upon receiving the amount, disappeared and could not be traced both locally and internationally.

“The EACC should, within three months of tabling and adoption of this report by the House, initiate a comprehensive investigation into M/S Auditel Engineering and Services and all its directors over their engagement with the State Department for Sports Development on the questionable contract,” recommended the report.
