Nyamira Governor, Amos Nyaribo, on Thursday, September 2, demoted over 1,000 county employees who had been illegally promoted.
The Governor announced that the employees were demoted after an audit by the County Public Service Board that found they were promoted in an illegal and unclear manner.
In a letter obtained by Kenyans.co.ke, the county boss noted that the promotions, which also caught the eye of the anti-graft agency - the Ethics and Anti-Corruption Commission (EACC) - affected more than ten departments.
Nyaribo maintained that the staff were irregularly promoted which is against the Constitution and human resource and labour laws.
In one instance, an officer was promoted every year from 2016. According to the statement by Governor Nyaribo, the officer in question moved to four different job groups from Mach 2016 to March 2019.
"One officer was promoted every year since 2016. The officer moved from Job group ' K ' in March 2016 to job group ' L ' in August 2017 to group ' N ' in October 2018 and then group 'P' in March 2019," the Governor's letter read.
Another officer was also promoted every year from March 2016 to November 2018 moving from job group K in March 2016, to group L in October 2017 to group N in January 2018 and then group P in November 2018.
The third officer was promoted every year since 2016. The employee was elevated from Job group I in March 2016, then to job group K before joining Job group L in November 2017, then to Job group M in July 2018, and finally to group N in July 2020.
According to the statement, another employee was recruited to job group J in March 2016 and promoted to Job group L in January 2021, and in February 2021, the officer was promoted to Job group N.
"Officer 5, was employed in Job group H in April 2017 and promoted straight to Job group M in October 2020 jumping job groups J, K and L," the letter added.
Five officers were also promoted to non-existing positions of Directors job group R within the lineage of Departmental Directorate.
Other county officers were also promoted to the non-existing position of Directors job group S, which the Governor stated is reserved for Chief Officers.
