Davis Chirchir: IT Guru Charged With Making Ruto President

Davis Chirchir, a rather reserved but well connected technocrat, was first thrust into public limelight after President Uhuru Kenyatta picked him as his Energy Cabinet Secretary during the Jubilee’s first term.

Born in 1960, Chirchir has served in many capacities both in the corporate world and political offices.

The 62-year-old Master of Business Administration (MBA) degree holder from Royal Holloway University, London, started his career at the defunct Kenya Posts and Telecommunications Corporation (KPTC), a parastatal.

Chirchir is generally considered as a two-sided man who has perfected the art of corporate and political survival despite being described by many as complacent. He is currently the Chief of Staff at the Office of the Deputy President currently occupied by William Samoei Ruto.

The former CS was appointed as Ruto’s Chief of Staff following the death of Ken Osinde and his return caused jitters in the Azimio La Umoja camp.

In his capacity, he is charged with the responsibility of overseeing proper utilization of human resource and capacity at the DP’s office. Besides this, he doubles up as a political architect and is charged with the role of planning and executing Ruto’s State House race.

Chirchir, a silent political operative and an IT guru, becomes more visible during the country’s political cycle.

Interestingly, he does not own or operate any social media accounts.

In the 2017 General Election, Chirchir was appointed by Uhuru as his Chief Agent.

He had earlier served as Information Technology (IT) Director at the defunct Interim Independent Electoral Commission (IIEC).

Chirchir is also credited for Jubilee’s victory in 2013 and was rewarded with a ministerial position.

In 2017, he was personally mentioned for logging into Wafula Chebukati’s IEBC account many times with the intention of aiding President Uhuru Kenyatta to win the elections.

Raila Odinga, who disputed the outcome of the 2017 elections, claimed that Chirchir had hacked into the IEBC chairman account and manipulated the results of the election. 

Raila alleged that Chirchir was also involved in the inspection of the printing of election materials along Mombasa Road.

Chirchir never responded to the allegations of his role in the elections. 

The soft-spoken man who prefers living a private life and outside the media limelight is now tasked to plan and execute Deputy Presidents ambition as he seeks to be the 5th president. Many critics in the political circles see his current position and alignment as a man who offers shoddy deals in government.

Chirchir, who is in DP Ruto presidential campaign which is deemed to be the supreme organ, works with other technocrats like David Ndii responsible for designing presidential strategies and coordinating all aspects of the campaign for DP William Ruto’s Party United Democratic Alliance (UDA).
