Members of Parliament affiliated with Kenya Kwanza on Tuesday, January 9 joined hands with opposition MPs to call for the impeachment of Treasury Cabinet Secretary Njuguna Ndung’u.
In a statement read by Rarieda MP Otiende Amollo on behalf of the other parliamentarians, the legislators accused President William Ruto’s administration of using technicalities to delay the release of the National Government-Constituency Development Fund (NG-CDF).
Should the government not release the funds within seven days, the MPs vowed to table a motion against the Treasury CS.
“There is a CDF memo dated January 2024, directed to all CDF account managers countrywide, directing them that money cannot be released because of certain amendments to the CDF Act,” Amollo remarked.
As such, according to Amollo, the Treasury had refused to issue the funds noting they were supposed to recall proposals they had made and redo and resubmit.
While accepting that legislators had made amendments to the Act in the months of November and December, Amollo termed the memo misguided.
He stated that the amendments only affected less than 6 per cent of NG-CDF funds and as such, the Treasury should have disbursed 94 per cent of the funds.
The MPs further wondered why the government was using the amendments made at the tail end of 2023 to make policies for the 2023/2024 financial year.
They argued that the amendments should have been considered in the 2024/2025 Financial Year starting in July 2024.
“As a bipartisan team comprising all members of both sides, we demand the entire allocation of CDF must be released within seven days as is due,” the MPs issued an ultimatum to President Ruto.
This was the third time in the 2023/2024 Financial Year that the MPs were threatening to impeach the Treasury CS.
On January 3, the National Government released Ksh31 billion to be used for bursary allocation under the NG-CDF kitty.
The MPs remarked that the amount was unacceptable and they needed the whole amount which is at least 2.5 per cent of the government's total revenue.
