Matatu owners who fail to fix seat belts in their vehicles will now pay a fine of Sh1,000 for every seat lacking a safety belt, according to the new regulations by the National Transport Safety Authority (NTSA).
In the safety rules, conductors of Public Service Vehicles (PSV) will be held liable for dirty seat belts that are not in wearable condition. The offence will attract a penalty of Sh500.
Passengers who fail to put on seat belts will also pay a Sh500 fine according to the published NTSA rules.
On the other hand, motorists who drive on footpaths, pedestrian walkways or pavements while trying to avoid traffic will be slapped with a Sh5,000 penalty.
In NTSA's efforts to protect passengers from exploitation by matatu operators who fail to reach the destination as agreed, a fine of Sh 5000 would be charged.
“Sh 5000- Failure to pay for fare paid for incomplete portion of journey for which full fare has been paid,” the statement read in part.
In a bid to stem road carnage through overspeeding, the transport authority announced that it would be unveiling a gadget that back-tracks speeds for up to 72 hours.
