Auditor-General Edward Ouko has revealed that Sh230 Million that had been allocated to street families disappeared without a trace.
In a report filed by his office, the auditor-general maintained that money which was supposed to be used for the rehabilitation of street families was never accounted for.
Ouko stated the money was allocated to the Department for Devolution under the Ministry of Devolution and Planning.
However, in its financial statements, the ministry noted it had made a payment in form of a grant to another government agency with the money.

“The amount was alleged to have been transferred to the Special Programmes Department,” the Auditor-General reported.
“However, no expenditure returns have been provided so far in respect of the amount for audit review,” the report added.
The chief Auditor concluded that since he was not given any documents to scrutinize, there was nothing he could depend on to substantiate how the money was spent.
Ouko also maintained that his office could not tell whether the money was used in accordance with the law.
When Treasury Cabinet Secretary Henry Rotich read the Budget Statement for the 2015/16 financial year in June 2015, he included street families among the beneficiaries of the Sh27 Billion safety net programme.

"We have set aside resources for affirmative action interventions and social safety nets to empower these Kenyans and enable them actively participate in our economic development agenda," CS Rotich stated.
