Government's Plan to Force Landlords into Giving Houses to Big 4 Agenda

The Government is planning to make developers allocate a portion of their property to President Uhuru Kenyatta's Affordable Housing program. 

The plan is in form of a Bill that is being drafted by the Ministry of Transport, Infrastructure, Housing and Urban Development. 

"There is a Bill we want to push to parliament, even if you are developing in your land, 30% must be affordable and social housing," disclosed Housing PS Charles Hinga.

He stated that if the Bill is passed into law, it will help address the emergence of slums. 

"Even if you build beautiful houses in Karen and you do not make provision for people who work there, slums will erupt,” he noted. 

In a bid to encourage developers who wish to build residential property, the government had proposed a reduction of corporate tax to 15 per cent for those who put up a minimum of 100 housing units per year.

The Affordable Housing project seeks to deliver 500,000 housing units in the next four years.

In February, the National Assembly Budget Committee cast doubt on the viability of the president's Big 4 Agenda

The legislators claimed that Treasury’s budgetary allocations to the President’s legacy projects were not enough to achieve any meaningful outcome.

The 27-member committee criticized Treasury claiming that only Ksh650 billion had been projected as development expenditure in the financial year 2019-20.
