KPA Boss Arrested on Corruption Charges

Kenya Ports Authority Managing director, Daniel Manduku has been arrested by the DCI.

Manduku was arrested on the afternoon of March 2, 2020, in Nairobi and driven to DCI headquarters in Kiambu for interrogation.

Manduku was arrested for unlawfully recommending the gazettement of the Nairobi Inland Cargo Terminal as a KPA facility.

He will be arraigned on Tuesday, March 3, 2020, along with Revenue Authority Commissioner of Customs and Border Control Kevin Lewis Safari.

As per a report by Citizen Digital on March 2, 2020, the duo conspired to gazette the Terminal even though it did not meet the requirements for gazettement.

The DCI has prepared to charge the two with abuse of office, breach of trust and neglect of official duty. 

A statement by DCI director, George Kinoti, confirmed that MD's arrest,  “It is true he is under arrest. He is under investigation on fresh corruption not the previous matter.”

Manduku was again under investigation in August 2019 in connection with irregular expenditures totaling Ksh 2.73 billion.

Manduku who had been at the helm of the organization for close to two years was to be charged with conspiracy to defraud as well as authorizing expenditure without procurement plans.

According to a report published by the Nation on November 12, 2019, the DCI had discovered that of Ksh 3 billion set aside for the purchase of a piece of land, nearly all of it was diverted, with only Ksh 500 million left to the original purposes. 

Of the money originally set aside, Ksh 500 million was diverted to finance the construction of Makongeni yard in Nairobi.

Another Ksh 2 billion was used for dredging the Mombasa port.
