Badi Takes Action After Internal NMS Wrangle

The battle for control of a key Nairobi Metropolitan Service (NMS) unit between two top bosses has forced NMS boss Mohamed Badi to intervene.

The Director of Enforcement and Compliance Rachael Maina has been at loggerheads with her deputy Mark Leleruk over control of the directorate.

In a notice dated Tuesday, December 15, Badi curved out the enforcement function from the directorate of enforcement, compliance and delivery.

Badi ordered that Maina would head the Compliance and Delivery services section while Leleruk would oversee the Enforcement wing.

He noted that both heads would now report directly to his office. 

“It is hereby clarified that the deputy director enforcement Dr. Mark Leleruk will report directly to my office technically and administratively while Ms. Rachael Maina will continue to serve as the Director Compliance and Delivery and will also report directly to my office," Badi ordered.

This is the first time internal wrangles in the NMS have publicly surfaced since the NMS boss took office on March 18.

The NMS has been lauded for the implementation of a number of projects since the entity was formed by President Uhuru Kenyatta.

Construction of hospitals in Nairobi informal settlements, rehabilitation of roads within the Nairobi Central Business District (CBD), ongoing construction of matatu termini in a bid to decongest the traffic situation within the city are among the notable projects rolled out by the NMS boss.

However, the tenure of the Nairobi entity has not been without obstructions.

The NMS, which took over key functions from the Nairobi County government, has majorly been involved in a power play with the embattled Nairobi governor Mike Mbuvi Sonko, who was impeached on Thursday, December 17.

The two city authorities have also fought over financing and the split functions.
