Politrack Report Unveils List of Top Ten Best Performing PSs

Principal Secretary at the State Department of Immigration Julius Bitok has emerged as the best performing PS in a survey conducted by research firm, Politrack Africa.

The opinion poll conducted between January 4 and January 10, this year, focused on assessing the perception of Kenyans on the broad-based government and the likelihood of further broadening through a reshuffle of Principal Secretaries.

According to the survey report released on Friday, February 21, Energy PS Alex Wachira tied with Bitok after both received an approval rating of 76.5 per cent.

The survey also ranked Health PS Mary Muthoni in the second position as one of the most performing principal secretaries in President William Ruto’s administration.

The study highlighted exceptional performance across key government departments, with Mining PS Elijah Mwangi emerging in third position among the best performers.

Principal Secretaries Joseph Mungai (Roads), Aurelia Rono (Parliamentary Affairs), and Ephantus Kimotho (Irrigation) ranked fourth, fifth, and sixth, with approval ratings of 73.4 per cent, 72.2 per cent, and 70.1 per cent, respectively.

The survey placed Geoffrey Kaituko (Shipping and Maritime Affairs), Raymond Omollo (Interior), Abubakar Hassan (Investments), and Teresia Mbaika (Devolution) in seventh, eighth, ninth, and tenth positions, respectively.

The survey was designed as a crucial tool for strategic decision-making in public service management. The high approval ratings across critical sectors suggest successful policy implementation and effective public service delivery.

Furthermore, the report recommended retaining leaders in high-performing sectors while adopting successful management practices across other departments.

Key recommendations highlighted in the survey include documenting successful strategies, implementing performance improvement programmes, and enhancing inter-departmental collaboration.

As per the report, the opinion poll was conducted in all counties in Kenya and was strictly for Kenyans who had attained the age of 18 and above with the number of participants standing at 1,068.

The polls also revealed that most Kenyans were optimistic about the success of the broad-based government with 22 per cent of interviewees expressing their approval while 21 per cent were pessimistic about its success in delivering for Kenyans.
