Communications Authority Directs Licencing of All Imported ICT Products

The Communications Authority of Kenya (CA) has ordered individuals planning to import Information, Communication, and Technology (ICT) equipment to obtain the necessary license associated with the products.

In a notice published on Tuesday, March 25, the Authority called on members of the public to adhere to the requirement for the smooth processing of their imported digital products.

As per the notice, all importers of ICT products meant for sale in the country are also required to attach a copy of the valid compliance certificate which permitted them to import the product.

All importers of digital equipment are also required to attach an invoice that shows full details of the product being imported, including the model number and quantity.

They are required to provide the aforementioned details to allow supervisors to confirm whether the imported products meet the technical and safety standards, allowing them to be legally marketed. 

According to the Authority, any imported ICT product will only be released from the customs offices upon inspection by the relevant government officers.

For internet-connected devices meant for sale in the country, importers are required to attach technical specifications confirming compliance with IPv6 requirements.

IPv6 is the latest version of the Internet Protocol (IP), the communications protocol that provides identification and location for devices on networks and routes traffic across the internet.

“Importers of ICT products are encouraged to cross-reference the list of type-approved equipment on the Authority’s website, at ca.go.ke/licensee-register, and attach a screenshot of the specific model as per the list,” CA announced.

“Importers are advised that additional information may be sought on a case-by-case basis depending on the complexity and novelty of the non-type approved ICT product being imported into the country for non-commercial use.”

The latest announcement comes barely five months after CA ordered Kenyans selling mobile phones, tablets, computers, and other ICT gadgets to register the products before they can be sold or used.

In the notice dated October 15, 2024, the Authority noted that the move was aimed at safeguarding consumer health and safety and securing telecommunications networks.

"In furtherance of its mandate of safeguarding consumer health and safety, upholding public interest, and securing telecommunications networks, the Authority type approves all ICT terminal equipment meant for use in the country to ensure that it conforms to both national and locally recognized international standards," the Authority revealed.

"To ensure conformity with the law, the Authority wishes to remind all stakeholders, including manufacturers, vendors, importers, service providers, and the general public, that any equipment intended for connection to the PSTN within Kenya must undergo the Type Approval process before it can be sold, distributed, or used in the country," CA added.
