KRA Confirms George Obell as Commissioner for Micro and Small Taxpayers Department

The Kenya Revenue Authority on Monday, November 10, confirmed the appointment of George Obell as the Commissioner for the Micro and Small Taxpayers Department. 

The appointment, which took effect immediately, formalised a role which Obell has been holding in an acting capacity.

In a statement, the taxman revealed the move was part of the KRA's strategic efforts to strengthen its capacity, enhance service delivery and promote organisational excellence. 

"The Kenya Revenue Authority (KRA) is pleased to announce the appointment of Mr George Obell, MBS, as the Commissioner for the Micro and Small Taxpayers Department (MST), effective November 10 2025," a statement from KRA read.

Established in March 2025, the MST Department is a dedicated unit within KRA which mainly targets small taxpayers, particularly micro, small and medium enterprises (MSMEs). 

The department specifically offers customised tax education, compliance support and other solutions specifically tailored to the unique challenges which are faced by smaller businesses. 

Obell's appointment came as no surprise, particularly because he boasts a wealth of experience, which includes over 28 years of service in tax administration. 

Before his appointment, he served in several senior capacities within KRA, including a role as Deputy Commissioner for the Medium Taxpayers Office (MTO) and Deputy Commissioner for the East & South of Nairobi (E&SON) Tax Service Office.

In his previous roles, he spearheaded crucial reforms which were mainly aimed at tax digitisation. Among the reforms were the successful implementation of electronic invoicing systems, the adoption of data analytics and the use of risk-based compliance interventions to enhance overall operational efficiency within the KRA. 

He is also recognised internationally as an expert in the field of tax policy and currently serves as the Chairperson for the African Tax Administration Forum (ATAF) VAT Technical Committee. 

Academically, Obell is the owner of a Master's in Business Administration (MBA) and a Bachelor of Laws (LL.B.) from the University of Nairobi. He also holds a Bachelor of Science in Accounting from the United States International University (USIU)-Africa.

In his new permanent role, Obell will be tasked with leading KRA's intensified efforts to simplify tax compliance by providing tailored support to MSMEs, who make up a key component of Kenya's economy.
