Senate, National Assembly to Convene Special Sitting for Ruto's State of the Nation Address

President William Ruto is expected to address a special sitting in the National Assembly on Thursday, November 20, 2025, Parliament has announced.

This was confirmed through a joint notice by National Assembly Speaker Moses Wetangula and his Senate counterpart Amason Kingi, signed on Tuesday, November 11.

The Speakers said that the special sitting was convened after the President sent a special notification to Parliament confirming his availability for the address.

According to the notice, the president shall deliver the address at 2:30pm at the National Assembly Chamber, Main Parliament Building.

"Following a notification by His Excellency Hon. William Samoei Ruto, PhD., C.G.H., President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces, the Speaker of the National Assembly, and the Speaker of the Senate have convened a special sitting of the Houses of Parliament to be held on Thursday, 20th November, 2025 commencing at 2.30 p.m. for purposes of the President’s address," the notice read.

"Standing Order 22(2) of the National Assembly Standing Orders and Standing Order 25(2) of the Senate Standing Orders require the Speakers of the Houses of Parliament to, respectively, notify Members of Parliament of the place, date, and time of a special sitting of the Houses of Parliament convened under Article 132(1)(b) of the Constitution," it added.  

According to the speakers, the address is in line with  Article 132(1) (b) of the Constitution, which mandates the president to address a special sitting of parliament once a year.

"Now therefore, Members of Parliament and the general public are hereby notified that a Special Sitting of Parliament shall be held in the National Assembly Chamber, Main Parliament Building, Nairobi, on Thursday, 20th November, 2025 at 2.30 pm," the notice stated.

The annual presidential special sitting is a session where the president addresses Parliament, updating lawmakers and the general public on the government's agenda, key achievements, and national policy priorities for the coming year.

The sitting is usually a joint one, meaning members of both the National Assembly and the Senate participate.

During his entry into the Chamber, the President, in a formal procession, is preceded by the maces of both Houses.

After he concludes his address, the Houses are adjourned to ahead of a later debate on the speech's contents.

President Ruto gave the last State of the Nation Address on November 24, 2024, just two months after former Deputy President Rigathi Gachagua was impeached.
