The woes facing Kirinyaga Gubernatorial Candidate Anne Waiguru could deepen after new details emerged exposing how she facilitated the looting of over Sh700 Million from the National Youth Service (NYS).
On Monday, NYS Principal supply chain management officer Nyongesa Pilisi claimed that Waiguru, who was the Cabinet Secretary at the time, reshuffled officers and placed her advisers in strategic positions “to create a conducive environment for malpractices.”
“Waiguru deployed her advisers to the various departments to monitor and micro-manage the day-to-day running of the department while making daily reports to her,” he stated.
In an affidavit filed by lawyer Eunice Lumallas, Mr Pilisi further revealed that he was the one who alerted the Ethics and Anti-corruption Commission (EACC) on irregular procurements in NYS contrary to what Waiguru had claimed that she was the whistleblower.
“It is on record that I contacted the Ethics and Anti-Corruption Commission and spoke to known EACC officials about the happenings at the NYS and sought advice and intervention. This evidence was totally...totally ignored by the first respondent (PAC),” he added.
The Parliamentary Accounts Committee (PAC) report implicated Pilisi in the NYS procurement mess as it revealed that he had approved the supplies in the Integrated Financial Management System using fake supply contracts.
The report recommended that Waiguru undergoes a lifestyle audit and be barred from holding any public office if found guilty over the scam.

Waiguru later moved to court to challenge the PAC report by suing Parliament, EACC, the Director of Criminal Investigations (DCI) and the Attorney General to block the audit.

The new revelations could cast a dark cloud around the former CS who is already on the political field battling to be the next Kirinyaga Governor.
