1 Kenyan and 2 Ugandans Arrested Over IEBC ICT Manager Chris Msando's Murder

A Kenyan and two Ugandans have been arrested by Ugandan police over the murder of Independent Electoral and Boundaries Commission (IEBC) ICT Manager Chris Msando.

The suspects were identified as Mathew Butia a Kenyan and Joseph Okongo and Moses Goloba both Ugandans.

The three were arrested after Ugandan Flying Squad trailed and impounded a vehicle they were traveling in following a tip off on Monday.

Reports indicate that the suspects entered Uganda through the Malaba border post and were heading to Juba, South Sudan.

According to a report by Uganda's Daily Monitor, Aswa River Region Police Spokesperson Jimmy Patrick Okema confirmed that the arrests were related to Mr Msando’s death.

“It’s believed that the vehicle could be for killers, but I still don’t have all the details, may be Interpol will give all the details. However this is the little information I have, the arrest is related to Msando’s death,” Mr Okema stated.

He added, “The suspects and the intercepted vehicle have been taken to the Police Headquarters in Kampala for further investigation.”

Mr Okema noted that the vehicle originally had Kenyan registration number plates KCJ 672V, adding that the suspects replaced them with Ugandan plates in Tororo District, Eastern Uganda.

An investigation by Daily Nation disclosed the Kenyan number plates are registered in the name of a Kenyan politician.
