Kirinyaga Governor Anne Waiguru has taken a hardline stand against a proposal by County bosses.
Ms Waiguru has criticised a number of members of the Council of Governors who are planning to file a suit against the Treasury for delayed county funds.
Led by Kakamega Governor Wycliffe Oparanya, the governors announced plans to sue the Henry Rotich-led Ministry for frustrating devolution efforts.
"This is against the law as the people of Kakamega are not getting services they are entitled to as Kenyans.
"As such we will be moving to court because denying counties funding is against the law," Oparanya said last week.

However, Governor Waiguru has opposed the move as being political in nature and detrimental to the young two-tier government.
She added that no county operations had stalled as a result of the unfortunate delay.
"As we stand, we have not met as CoG to make any resolution and whatever the governor was saying was his personal view and should not be taken as a decision of the Governors," Ms Waiguru assured.
She urged her fellow governors to be innovative with how they manage their resources to avoid a crisis in county operations.
"The best thing is to adjust and use prudently the small amount we have in our budget," she suggested.

The former Devolution Cabinet Secretary has been challenged in court by former Gichugu MP Martha Karua who argues that Waiguru's win, like the August 8 presidential election, should be nullified.
