OT Morpho Issues New Statement on Thursday Election

French digital security firm OT-Morpho has issued a new statement on how it plans to facilitate results transmission in the repeat presidential election.

Issuing a statement on Monday, the French firm stated that due to time constraints, it would only transmit scanned copies of the forms 34A and 34B and not text results.

"As the list of candidates was officially communicated on October 12th, the time needed to run the changes before October 26 was not possible.

"As a consequence, OT-Morpho informed IEBC that only part of the capabilities of the RTS system, i.e. transmitting the pictures of the 34A and 34B forms and not the text results, will be technically usable at this time," the statement read in part.

The French firm indicated that following the High Court's decision allowing the inclusion of all the presidential candidates, more changes were to be made in the RTS system.

"OT- Morpho consequently submitted a proposal to hold the fresh election on October 31, to ensure the roll-out of the full RTS system, the election date was maintained on October 26," the statement added.

Among the changes the firm was not able to make ahead of the fresh election include generating a new software for the KIEMS kits so as to include the list of new candidates, updating the 45,000 KIEMS kits with this new configuration and generating a new configuration for the RTS system to include the new list of candidates.

OT- Morpho maintained that its role in the presidential election would be limited to results transmission as per the agreement with IEBC.

"As a reminder, OT-Morpho will not intervene in any other aspect of the presidential election. Neither in the successful conduct of the election procedures in the polling stations (voting, counting of votes, etc), nor in the collection of the 34B paper forms in the polling stations.

"Furthermore OT-Morpho's employees will not be present in the polling stations," the French firm noted.

They maintained that their systems were not hacked or manipulated during the August elections.

"The final report from an external IT leader proves once again, in addition to the two in-depth internal audits conducted previously and to the internal audit conducted by independent experts that no evidence of errors has been identified and OT-Morpho RTS system used for the August 8th elections was not compromised," the statement explained.
