Governor Mike Sonko Issues Executive Order to Nairobi Speaker

Nairobi Governor Mike Sonko on Friday issued an executive order directing the Nairobi Speaker Beatrice Elachi to issue car loans and mortgages to Members of the County assembly.

In a statement seen by Kenyans.co.ke, the Nairobi Governor noted that a ruling by a high court stopped the revision of the MCAs salaries by the Salaries and Remuneration Commission (SRC).

"It was also brought to my attention that the SRC Gazette Notice on MCAs new salaries has been stopped by the High Court Petition No. 9 of 2018 and that the old Gazette Notice should apply.

"I hereby issue an Executive Order to the Nairobi City County Assembly, to provide car loans and mortgage to the Members of the County Assembly (MCAs) against their pay slips without furnishing any collateral. The individual members will be required to insure the loans given to them.

"With respect to the said high court order, MCAs should be paid their salaries as per the old Gazette Notice," he directed.

He highlighted the difficulty that the county legislators were having in accessing loans prompting him to take action.

"During a consultative meeting with Members of County Assembly (MCAs) on 18th January 2018 at the Ruiru Rainbow Resort, the Members raised a concern over their inability to access car loans and mortgages due to the requirement to provide log books and title deeds as security for the loans," Governor Sonko stated.

Earlier on Friday, the Nairobi governor stated that he would ensure the county did not lose revenue using obvious loopholes.

"My administration has sealed the most obvious loopholes that led to the loss of revenue. My administration will make every effort to have a city where water is safe, accessible, affordable and regular," he told journalists at City Hall.

Governor Sonko explained that it was only through ward development that devolution could be achieved.

"Today, I once again undertake to ensure that devolution succeeds in our county. We can only achieve this if the County Executive and the County Assembly pull in the same direction," he stated.
